Software Engineer
Responsibilities:- I provided software development and maintenance support on behalf of the Service Benefit Plan Administration Services Corporation (SBPASC), an affiliate of CareFirst, Inc. in Washington, D.C. to add a new enrollment option for a health insurance program offered to federal government employees.
- My specific duties included modifying and testing COBOL programs; modifying and executing the job control language (JCL) to test COBOL programs, Easytrieve programs and various IBM utilities. This major system enhancement was implemented in September 2015. Since the implementation of this major project, I work on adhoc requests as needed.
- Execution of full life cycle activities in support of multiple projects
- Working directly with requirement analyst, architect, technical lead and other team members on design and development tasks
- System testing
- Participation in code reviews
- Documentation as required per the software development life cycle

Software Engineer III
Responsibilities:- Trouble-shoot production problems and provide/implement solution
- Work on F72/TIIS tasks as assigned by Project Manager
- Performed Change Management (Configuration Management) to move software from one stage of development to its final stage until software is implemented into the production environment on its schedule implementation date. Once the Users are satisfied with my test results, I prepare a release to implement the software changes into the production environment.
- Payment System - As the Primary/Lead Programmer and per requirements by the Department of Treasury, I was responsible for making the software revisions (COBOL) to the payment file that HUD sends to Treasury. The new format had multiple record types and each record type had its own set of edits and validations. This was a major development effort (about 5 months). This Payment System required a lot of testing - not only internally within HUD but also with the Department of Treasury. I was responsible for contacting Treasury to set up Testing with their Programmers. NDM (Network Data Mover) was used to transmit my test file to Treasury which simulated a production transmission but with a different set of security protocol.
- Within the Payment System enhancement the JCL (Job Control Language) executed REXX Scripts. REXX scripts had to be modified to accommodate the revisions to the Payment System. Lender Id Conversion. This was a very huge effort in terms of analysis, development and maintenance and implementation of changing the field that identifies a bank or other type of financial institution that the Department of Housing and Urban Development does business with.

Software Engineer
Responsibilities:- I was responsible for maintaining the legacy or mainframe for HUD Title I and Claims processing. The end users who were the "stakeholders" prioritized the tasks; and I worked on the tasks accordingly. However, because I was also responsible for production support, some production problems or issues took priority over scheduled tasks -- but I always informed the user what needs to be done to fix the problem. If the user wanted to re-prioritize -- it was their option to do so and I obliged accordingly.
- As far as level of difficulty, the Title I system I supported was very challenging because it had many source code programs that performed complex billing and accounting processes. These source code programs had very little, if any documentation. So if there was a problem or if the system had to be enhanced, I performed detailed analysis to find the cause of the problem to fix or enhance it.
- As a task leader, I sometimes hosted the weekly phone conference with the HUD users and with other F72/TIIS team members when the Zantech Project Manager was unavailable. This forum was used by the team and users to discuss weekly status for each "task in progress" and other pertinent information.
- Periodically, there would be database (both IMS and DB2) and system (IBM, Computer Associates, etc.) upgrades that needed to be implemented into the development, test and production regions. In coordination with the IMS database administrator for the Department of Housing and Urban Development (HUD), I was responsible for upgrading all the applicable software to IMS Version 9 in the development, test and production environments by the scheduled rollout dates for the application I supported. This task included modifying the Job Control Language (JCL) and thoroughly testing all affected jobs; and the eventual implementation to the production environment -- this was done in addition to the other duties I performed to support the system.
- I participated as a tester in the Sybase Direct Connect Upgrade to version 15 for the Title I system I supported for the Department of Housing and Urban Development. This Sybase Upgrade was required as a prerequisite for the DB2 Version 8 Upgrade. I tested the Sybase Direct Connect version 15 upgrade in the development, test and production regions per the respective rollout schedule.
- I participated as a tester for the version 8 upgrade of DB2. I tested specific online and batch jobs in the development and test regions to make sure the upgrade did not negatively affect the functionality of the HUD Title I system I supported. I performed these tests at specified rollout dates which led eventually to the DB2 version 8 upgrade implementation into the production environment. I also tested the DB2 version upgrade in the production environment to make sure it did not prevent the end users from using the application.
- Systems Analysis and Design of new enhancements
- Implementation of system improvements and enhancements via the Endevor configuration management tool and HUD’s software development release system (HARTS)
- Provided assistance as needed to non-Zantech contractors who also supported the Title I Insurance and Claims System
- Analysis and correction of problems as they occurred in the Production Environment (Batch and CICS)
- Tracking and reporting all work performed on a bi-monthly basis to HUD management

Computer Specialist/Analyst
Responsibilities:- Working closely with the government systems analyst (customer) to provide solutions for deficiencies and/or enhancements for the DFAS subsystems during the analysis phase known as IPT (Integrated Product Team Analysis).
- Writing new COBOL programs or modifying existing COBOL programs per IPT requirements and System Change Requests (SCR’s). This included numerous DFAS financial reports using COBOL Report-Writer as well as “non-report” programs that performed very complex processing.
- Prepared test instructions as part of the programmer test package for each SCR. The Test Package included test data preparation such as SQL scripts or DML’s, test results and configuration management (CM) administrative paperwork to get the SCR from development to the test environment (QA) and eventually to production once all phases of testing: System Integration Testing or SIT and System Acceptance Testing or SAT has been passed. Even though during the IPT phase (analysis) a test plan is prepared by the IPT team, the test instructions I wrote was an additional source of information to assist the testers (QA) in test data preparation and was more than a mere replication of what is written in the Test Plan. With this level of detail, many testers could pretty much set up their test environment using my test instructions without having to ask additional questions.
- Unit Testing of COBOL program(s) for IPT requirements. Unit testing consisted of creating test data for ORACLE tables and flat files and making sure the program(s) satisfied IPT requirements. Wrote and executed data manipulation language (DML) command queries using SQLPLUS to list/load/modify/delete data in ORACLE tables for data setup and preparation to test COBOL batch and screen programs.

Responsibilities:- I provided COBOL II programming support to Amtrak computer systems that established, tracked and maintained the work and labor schedules of train and engineer crew on a national basis.
- I wrote ad hoc utility DB2 programs and performed maintenance to existing production CICS/DB2 and batch DB2 COBOL II programs in a production environment using the ENDEVOR configuration management tool to analyze software modifications and implement the changed software into production.
Confidential
Analyst Programmer
Responsibilities:- The FHA Subsidiary Ledger (FHASL), a multi-platform project, used IBM mainframe and PeopleSoft/ORACLE client-server processing to accomplish this mandate. While employed by Confidential, I accomplished the following:
- Created the Test Parallel Environment and made it “Production Ready” for 14 batch jobs wrote the JCL (Job Control Language) from scratch. Once Parallel Testing was complete (6 months duration), modified first node of all Dataset names and Libraries to identify them as Production.
- Implemented the mainframe FHASL application into Production using ENDEVOR as the configuration management tool.
- Played a key role initiating COBOL II program modifications and research supporting FHASL interface subsystem.
- Performed timely and accurate analysis of programs and resolution of issues, significantly improving the FHASL interface processing and resulting in significant improvement of FHA’s ability to report critical and accurate financial data; assisted less experienced team members with technical and software issues as needed.
- Prepared and successfully installed numerous FHASL mainframe releases into production and provided timely support for production issues by analyzing production runs and data to determine solutions.
- Provided analysis, coding and testing of all programs in support of Change Requests.
- Wrote financial reports that became part of the FHASL client-server production inventory.
- Supported and ensured that the FHASL mainframe disaster recovery and testing environments were transitioned to the new HIPS contract successfully.
- Made significant contributions to the re-design and re-engineering of the Multifamily Insurance System, creating interfaces and processes, updating specifications, performing data analysis and legacy conversions. MFIS included VSAM, IMS and DB2 databases.
- As lead analyst for a major COBOL enhancement to track default processing for condo transactions: performed the initial research that was a major source for the functional specifications and technical design.
