Responsibilities:- Hired by Pittsburgh Water and Sewage Authority to stop water bills in the millions from being generated, resulting in Rick Earle running news stories about the bizarre bills. A team of five developers spent two years trying to figure out how these bills were being generated. Took me 15 minutes to simply do a search of the database to find where that exact value of the one 4 million dollar bill repeated itself. Found that the customer service clerks were trying to search for a location id, a nine digit number, accidently typing that value in the amount due field.
- I then worked deeply with the Smart Meter Reader data. The results were stunning. 35% of the Smart Meters are either not sending signals or are sending a prior month with a higher reading than the current month.
- PWSA management requested that I put together solid data to have the current director removed from office. I was successful by pulling seven simple columns to show inept management and lost revenue.
- Was asked to identify high bills, in the $1,000 ballpark that were still being generated. I am trained to generate revenue, so I looked at the low bills, too. Uncovered millions in lost revenue and seemingly intentional withholding of bills not being generated. I put together a work flow of how the entire process was broken, from the worst SQL database I have ever seen in my life with no constraints, unique identifiers, and then diagrammed the “meter - read sent - bill generated - payment received - payment not received - deposit - pay Alcosan” business cycle. The results were short of horrifying.
